The Public Sector Salary Disclosure Act, 1996 makes Ontario’s public sector more open and accountable to taxpayers. The act requires organizations that receive public funding from the Province of Ontario to make public, by March 31 each year, the names, positions, salaries and total taxable benefits of employees paid $100,000 or more in the previous calendar year.

Topping the list for the Government and Consumer Services was Deputy Minister Hillary Hartley, who brought home $319,034.30 in 2019.

Following Hillary Hartley was Deputy Minister Karen Hughes, with annual earnings of $285,595.47. Associate Deputy Minister David Hallett made $257,866.21, Corporate Chief Information and Information Technology Officer David Nicholl made $241,655.54, and Associate Deputy Minister, Chief Executive Officer David Denault round out the top-five highest-paid employees with $238,357.47 for the Government and Consumer Services 2020 Sunshine List.
